Project Overview

Placer One – the trailblazing 2,200-acre community Taylor Builders is developing in Placer County, California – is founded on innovation and is coming to life through a partnership with Placer County, Sacramento State University, and Sierra College. Its thoughtful design prioritizes the environment, well-being, recreation, learning, and art and cultural opportunities.

Building on this commitment to art and its desire for art to be integrated to the Placer One experience, Taylor Builders commissioned a public art and artistic infrastructure plan to provide a roadmap for how art can shape the community from the start. The plan takes advantage of the rare opportunity to integrate public art and artistic infrastructure into the planning stages of a new community. Considering both permanent and temporary public art installations, artistic streetscape furnishings, and wayfinding, the plan provides a holistic approach to ensuring that art is both the backbone and the heart of the community.

The Phase 1 development of Placer One is underway, with anticipated initial Public Art integration anticipated within the next 12 months. Two additional phases will follow Phase 1 and will also include Public Art integration.

Placer One is seeking to purchase artwork and poetry for three opportunities and commission three new artworks for this new collection. These purchases will be made and the work will be installed in collaboration with client Placer One, project manager Blue Line Arts, and art consultant Via Partnership.

Call for Art-Art Opportunities

There are three opportunities to have artwork purchased by Placer One including poetry, medium, and large-scale sculptures. Artists may apply for one or more of the following opportunities.

Paseo Poetry

A key feature of Placer One will be its unique network of pedestrian-friendly neighborhoods and community open spaces. These open spaces will be connected by landscaped, pedestrian pathways called paseos, which will be important community connectors

and passive recreation areas in and of themselves. These pathways will connect residents to parks, Town Center and Sacramento State campus. Within these beautifully landscaped walking areas lie opportunities for artists to create sequential moments of beauty and curiosity, encouraging residents to enjoy the journey while making their way towards their destination.

Poets may submit up to 3 existing poems from their original works that will be sandblasted onto a pre-identified stretch of paseo under Placer One power lines. The poet will work with the landscape designers and construction contractors to make recommendations on the poem layout, font, and font size for sandblasting the text into the sidewalk of the paseo.

The goals for the Paseo Poetry are to:

  • Poetically reference themes related to electricity, power, and/or connections.
  • Contribute to the unique sense of place being created for Placer One.
  • Promote exploration of shared spaces and interaction between people.
  • Integrate art into everyday spaces and create a publicly-accessible art experience.

Artist Fee: $3,500, including artist coordination with project team on layout and fabrication of poem. Artist will retain copyright to poem, but give Placer One and Blue Line Arts rights to reproduction of poem.

Trailhead Sculptures for Village 1

A key feature of Placer One will be its unique network of pedestrian-friendly neighborhoods, community open spaces, and trails.  An opportunity exists to mark a trailhead with artwork. Artists should submit an existing pair of complementary sculptures from their collection of original works for consideration. The selected sculptures will be placed on either side of the identified trailhead entrance to ‘frame’ the opening. The sculptures should be approximately 5-6’h, fabricated of a material that can be installed permanently outdoors. Placer One will install the sculptures on an above or below ground footing. The sculptures will not be lit after dark.

The goals for Trailhead Sculptures are to:

  • Contribute to the unique sense of place being created for Placer One.
  • Mark the trailhead in a creative and compelling way.
  • Create publicly accessible art experience.
  • Promote exploration of shared spaces and interaction between people.

Budget: Valued at up to $30,000, including purchase of the pair of sculptures, crating and delivery to site, and tax if applicable, and artist's time consulting with project team on installation recommendations. Installation and foundation will be provided by Placer One.

Welcome Center Artwork

The Welcome Center will serve as the location for future residents to learn more about Placer One during the earlier development phases of the community. Ultimately, it will transition into an arts center with gallery and studio space.  Selected artwork will need to be available for installation in summer 2027.

The public art outside of the Welcome Center should become an iconic landmark and meeting place. Artists should submit existing work for consideration. The artwork should contribute to the unique identity of Placer One and let visitors and residents know they are in a place that values art, design, culture, and community.  The work should fit within an envelope of 13’h  x 6’ in depth and width.

The goals for the Welcome Center Sculpture are to:

  • Become an iconic landmark for Placer One.
  • Be visually compelling both for people experiencing it up close and driving by.
  • Have a dynamic presence both day and night.

Budget: Valued at up to $125,000, including purchase of the sculpture, crating and delivery to site, and tax if applicable, and artist's time consulting with project team on installation recommendations. Installation, foundation, and lighting will be managed by Placer One.

 

RFQ - Art Opportunities

There are three opportunities for artists. a range of opportunities for artists with various skill sets, including sculpture, design, and basketball court painting. Artist may apply for one or more of the following opportunities.

Community Garden Fence Panels for Ripple Park

Placer One’s many parks will provide both active and passive communal recreation opportunities. They will be located throughout the residential villages in an effort to promote walkability and ease of access. At Ripple Park, the community will draw closer in both physical space and meaningful connection speaking to a deeper truth: great things happen when different paths meet and overlap.

An artist will be commissioned to create three original designs that will be laser cut into metal panels that will be incorporated into a planned fence enclosing the community garden. The artist will work with the landscape designer and construction contractor to make recommendations on placement of panels along the fence line. The artist’s deliverable will be an Adobe Illustrator file or other vector file. The artist will not be responsible for fabricating or installing the panels.

The goals for Community Garden Fence Panels are to:

  • Express Placer County’s unique culture, heritage, and/or native ecology.
  • Create an authentic sense of place that is unique to Placer One.

Artist Fee: $5000, includes development of three related designs that will be laser cut into the panels and coordination with the project team during the fabrication phase.

Basketball Court Painting for Heritage Park

Placer One’s many parks will provide both active and passive communal recreation opportunities. They will be located throughout the residential villages in an effort to promote walkability and ease of access. At Heritage Park the active spirit of the region will be paired with the active recreation of youth sports. In addition to a picnic grove, an adventure playground with climbing elements, and a lawn sized for soccer practice, there will be an artful basketball half-court, all with areas of respite that frame views of the surrounding preserved open spaces.

An artist will be commissioned to design and execute an original ground painting on the concrete that covers the half-court basketball court. The design must take into consideration standard basketball half-court line markings and should have an expected lifespan of 5 to 10 years.

The goals for Basketball Court Painting are to:

  • Produce a functional ground painting that promotes interaction between people.
  • Express the energy and fun of basketball.
  • Integrate art into everyday spaces.

Budget: $35,000-$50,000, includes design, materials, and installation. Placer One will paint standard basketball court markings.

Secret Gem Sculptures

A key feature of Placer One will be its unique network of pedestrian-friendly neighborhoods and community open spaces. These open spaces will be connected by landscaped, pedestrian pathways called paseos, which will be important community connectors and passive recreation areas in and of themselves. These pathways will connect residents to parks, Town Center and Sacramento State campus. Within these beautifully landscaped walking areas lie opportunities for artists to create sequential moments of beauty and curiosity, encouraging residents to enjoy the journey while making their way towards their destination.

An artist will be commissioned to create a series of three small, permanent related sculptures to be placed in green spaces along the paseo as “secret gems” to discover that become part of the community’s story.

The goals for Secret Gem Sculptures are to:

  • Contribute to the unique sense of place being created for Placer One.
  • Support Placer One’s sense of community by promoting exploration of its shared spaces and interaction among people.
  • Create artistic surprise.
  • Promote exploration of shared spaces.

Budget: Up to $30,000, includes design, materials, fabrication, and delivery to site. Installation will be managed by Placer One.

Selection Process

Applications will be reviewed by a selection committee composed of representatives from Placer One, Blue Line Arts, and Via Partnership. Artists/Artists teams will be considered based on information provided in the applications and overall fit for the project type(s) in which they express interest.  The committee reserves the right to reject any or all applications at any time during the review and selection process.

 

Eligibility 

These opportunities are open to artists/artist teams who are at least 18 years of age and legally residing in and authorized to work in the United States. Artist/artist teams must be able to work collaboratively with project managers and art consultants.

Selection Criteria

Applications will be reviewed by the Committee based on the following criteria:

  • Artistic excellence as demonstrated by submitted materials.
  • Relevance of submitted work to the goals of the project.
  • Durability and appropriateness of the work to the site.

Artists from the Sacramento/Northern California area are encouraged to apply.
