Request for Qualifications (RFQ):
Roseville Veterans Memorial Hall Mural
Project Overview
Commissioned by the Roseville Veterans Memorial Hall and facilitated by Blue Line Arts in collaboration with Placer County, this landmark mural will honor the service and legacy of veterans in the Roseville community. Located on the highly visible south-facing exterior wall of the Veterans Hall (measuring nearly 900 square feet), it will be clearly viewed from Royer Park and transform a prominent public space into a vibrant tribute that invites reflection, recognition, and connection for all who pass by.

The selected artist will design and install a mural that exhibits a welcoming, affirming, and inspiring feeling—one that reflects the sacrifice of veterans and the continued honor they have earned.
Artistic Vision & Themes
Artists are encouraged to thoughtfully interpret the following themes:
- Veterans Visibility: Visual references may include imagery that represents sacrifice and continued earned honor of veterans.
- Veterans Resources: Imagery and/or visual references as a reminder of valuable, life-saving resources available for veterans experiencing a mental health crisis or those concerned about a veteran.
- Hope & Possibility: The mural should feel uplifting and empowering, and honor the veterans community.
- Regional Specificity: Imagery and/or visual references to the Roseville community.
- Service: Imagery and/or visual references to past conflicts in which the American veterans have served.
Project Scope & Budget
- Mural Size: 880 sq ft
- Artist Compensation:
- $20/sq ft installation fee = $17,600
- $250 stipend for concept design
- Total Potential Compensation: $17,850
- The selected artist will provide all supplies, equipment and materials needed to complete the project onsite.
Eligibility
This opportunity is open exclusively to mural artists qualified to work in the United States, with preference given to those with any of the following:
- Military Veterans
- Active Duty Service Members
- Family and Friends of Members of Military Veterans and/or Active Duty Service Members
- Those with previous experience working with military organizations, causes, or service organizations
Selection Process
- A Finalist will be selected based on qualifications by the Hall’s leadership team.
- The selected artist will develop a concept proposal aligned with the Hall’s objectives.
- Final concept approval will be made prior to fabrication and installation.
- Preference will be given to artists based in the great Sacramento region.

Scope of Services
The selected artist will:
- Develop an original mural concept aligned with project themes
- Incorporate feedback from stakeholders
- Execute mural installation within the agreed timeline
- Collaborate with Blue Line Arts on logistics and implementation
Submission Requirements
Interested artists should submit the following materials. Strong applications will clearly demonstrate artistic excellence, thoughtful alignment with the military/veterans community and project themes, and the ability to successfully complete a public-facing mural.
- Statement of Interest (Maximum 1 Page)
This is your opportunity to introduce yourself and share why this project matters to you. Please include:
- A brief overview of your artistic practice and influences
- Why you are interested in this specific mural opportunity
- How your work connects to the project themes
- Any relevant lived experience, perspective, or connection to the military/veterans community
- Your approach to creating artwork in shared/public spaces
Tip: Strong statements are specific, personal, and clearly connect your work to the purpose of the mural.
- Resume or CV (Maximum 2 Pages)
Provide a current resume highlighting relevant experience. Please include:
- Public art or mural experience (if applicable)
- Exhibitions, commissions, or past projects
- Education and/or training (formal or informal)
- Any experience working with military/veterans communities, cultural centers, schools or collaborative projects
- Relevant skills (e.g., large-scale painting, project management, collaborations, etc.)
Note: Emerging artists without extensive public art experience are still encouraged to apply—demonstrated commitment and transferable skills are valued.
- Portfolio (5–10 Work Samples)
Submit a curated selection of your strongest and most relevant work. For each work sample, include:
- Title, medium, dimensions, and year
- Brief description (1–3 sentences) providing context or concept
- Your role in the project (especially for collaborative work)
Preferred content:
- Murals or large-scale work (if available)
- Work that demonstrates storytelling, cultural themes, or community engagement
- Examples that show your ability to translate ideas into visually compelling compositions
Tip: Quality over quantity—select work that best represents your style, skill, and ability to execute this type of project.
Selection Criteria
Applications will be evaluated based on:
- Artistic quality and originality
- Demonstrated experience with public or community-based art
- Alignment with project themes
- Feasibility of execution within timeline and scope
- Connection to and understanding of the target community

About Roseville Veterans Memorial Hall
The Roseville Veteran’s Memorial Hall, a historic landmark established in 1929 and expanded in 1949, continues to serve as a cornerstone of community life within Royer Park. Operated by Placer County’s Department of General Services, the Hall provides a welcoming gathering space for veteran organizations and is offered at no cost to qualifying community groups and events—making it a deeply valued and accessible resource for the region.
